This legislation requires all law enforcement agencies who seek no-knock warrants to adopt guidelines and have an operational plan in place.  This bill also requires each judicial officer who signs warrants to report to the Administrative Office of the Courts the number and type of warrants issued on a monthly basis.

This legislation is the Department of Driver Services (DDS) annual housekeeping bill. One provision of this legislation eliminates the requirement that DDS notify licensed drivers by certified mail of suspension for failure to appear for a hearing on a traffic offense. The bill was amended in the rules committee prior to going to the floor to include a requirement that the court send a notice certified return receipt mail to those who fail to appear for court and give an opportunity for an additional hearing before notifying DDS. The proposed requirement could be a significant cost for local courts.  The current version of the bill has stripped out the certified return receipt mail requirement for counties.

This legislation prohibits cities and counties from requiring, by ordinance or resolution, businesses or industries to operate on either of the two rest days of Saturday or Sunday. Efforts to exempt businesses contracting with a local government to provide such services as ambulance, taxi, water, sewer, etc. were soundly rejected. Additionally, no minister, cleric or religious practitioner shall be required to solemnize any marriage, perform any rite, or administer any sacrament in violation of his or her right to the free exercise of religion.

Pre-empts counties from adopting a resolution or ordinance to regulate drones, unless a no fly zone approval has been granted by the FAA.  Once approval is obtained from the FAA, ordinances regarding the use of drone within the no fly zone are allowed.  The bill does allow a county to prohibit take off, recovery, or use of a drone from or on public property, allows the use of drones by local governments for certain purposes, such as law enforcement (with a subpeona), EMS, mapping, emergency management, utilities, rescue, etc.
